VISTO, el Expediente Nro. 6223/2008 del registro de la JEFATURA DE GABINETE DE MINISTROS, y
CONSIDERANDO:
Que uno de los objetivos de la SECRETARÍA DE RELACIONES PARLAMENTARIAS de la JEFATURA DE GABINETE DE MINISTROS es participar en las propuestas de los lineamientos básicos para la implementación de los mecanismos y sistemas de democracia directa contemplados en la CONSTITUCIÓN NACIONAL.Que tal objetivo comprende, entre otras, la misión de impulsar nuevas formas de participación ciudadana en la resolución de la cosa pública.Que la participación ciudadana contribuye a afirmar la democracia.Que, en tal sentido, se estima conveniente promover la participación ciudadana en las instituciones gubernamentales que hacen a la actividad democrática de las municipalidades, en función de la inmediatez que se da en ese ámbito entre la comunidad y el Estado.Que, en este ámbito, los Concejos Deliberantes son el primer ámbito parlamentario del Estado.Que, especialmente, es necesario implementar acciones que faciliten el acceso de los jóvenes a los lugares de debate y toma de decisiones sobre los temas que los incumben.Que tales mecanismos se dirigen generalmente a personas mayores de DIOCIOCHO (18) años, con derecho a emitir su voto, por lo cual se hace necesario promover una actividad en la que puedan intervenir jóvenes que aún no hayan alcanzado esa franja etaria.Que, al respecto, los concejos deliberantes estudiantiles han demostrado ser una experiencia adecuada a los principios hasta aquí enunciados y que permite acercar a los jóvenes a dos procesos distintos, propios de la democracia: la elección de representantes y la función legislativa municipal.Que los concejos deliberantes estudiantiles constituyen un medio para la proposición de proyectos de bien común por parte de los jóvenes para que sean puestos en consideración de los cuerpos legislativos locales.Que tal mecanismo contribuye a la construcción de una ciudadanía activa y de actores sociales comprometidos con una nueva cultura cívica y política.Que asimismo, a través de la participación en los concejos deliberantes estudiantiles los jóvenes pueden acceder a técnicas legislativas y a procedimientos parlamentarios, conocer las posibilidades y limitaciones de un órgano legislativo a nivel municipal, la relación entre los distintos estamentos del Gobierno Municipal –ejecutivo y legislativo- y los ámbitos de acción de la Nación, las provincias y las municipalidades, respectivamente.Que en virtud de ello resulta procedente instituir un programa nacional de concejos deliberantes estudiantiles por el cual se promueva la generalización de tales mecanismos de participación ciudadana en toda la REPÚBLICA ARGENTINA.Que la DIRECCIÓN GENERAL DE ASUNTOS JURÍDICOS de la SUBSECRETARÍA DE COORDINACIÓN de la JEFATURA DE GABINETE DE MINISTROS ha tomado la intervención de su competencia.Que la presente medida se dicta en virtud de los objetivos de esta Secretaría aprobados por el artículo 2do. Del Decreto Nro. 357 del 21 de febrero de 2002 y sus modificatorios.Por ello, El SECRETARIO DE RELACIONES PARLAMENTARIASRESUELVE:ARTÍCULO 1º.- Créase en ámbito de la SECRETARÍA DE RELACIONES PARLAMENTARIAS de la JEFATURA DE GABINETE DE MINISTROS el PROGRAMA NACIONAL DE CONCEJOS DELIBERANTES ESTUDIANTILES que obra como Anexo y forma parte integrante de la presente resolución.ARTÍCULO 2º.- La implementación del programa creado por el artículo 1ro. se realizará mediante convenios entre la Secretaría y los ministerios provinciales y de la Ciudad de Buenos Aires en el área de educación, o los consejos escolares u organismos municipales competentes en dicha materia, que adhieran al referido programa, debiendo acordarse en los respectivos instrumentos contractuales las condiciones de cooperación entre las partes para el desarrollo y ejecución de dicho conjunto de actividades.ARTÍCULO 3º.- La participación de las municipalidades en el programa creado por el artículo 1ro. podrá convenirse directamente con esta Secretaría, con las unidades ejecutoras del programa o mediante adhesión por ordenanza.ARTÍCULO 4º.- Comuníquese, publíquese, dese a la Dirección Nacional del Registro Oficial y archívese.RESOLUCIÓN SRP NRO. 4
